Bice Europe and CIS
Bice has been working for more than 10 years in Eastern Europe, first through specific actions in Russia, Poland, Ukraine and Lithuania and then with long-term projects in Russia and Estonia. Since 2000 its field of action has been expanding to CIS in large, including Central Asia and Caucasus.
As of September 2008, the geographical area of the Delegation has been extended to the new European Union State Members. Transversal actions between CIS and Europe will be developed, in order to foster exchanges of experiences and mutual enrichments between the two regions.
With the collapse of the communist regime these last years the ex Soviet-Union has faced a unique period of disorders leading to the sudden and nearly total desertion of the States' services, precipitating families in an instability never experienced before. As a matter of fact social problems have increased extremely quickly: unemployment, poverty, etc. Plunged in desperation, a great deal of people takes refuge in alcoholism, in the intake of drugs or makes use of violence. Parents have more troubles to cope with their life. The first victims of this misery are children.
Bice Delegation for Europe and CIS aims to render to each child his childhood.
Its work is based on a child rights approach, i.e. the conviction that the child is ‘subject of rights' instead of ‘object of assistance'. He/she can be protagonist of his/her own life and is entitled to demand respect of his/her rights, instead of begging help. Children can contribute to the change in society.
Bice's projects promote the integral growth of children, based on their potential and resources. This is the concept of resilience which is a guiding principle of our work.
Bice Delegation for Europe and CIS acts as a platform of reflection and catalyst to promote and defend the rights of children in the region.
Currently the Delegation for CIS and Europe implements pilot projects and/or network projects with partners in Russia, Azerbaijan, Belarus, Kazakhstan, Latvia and Moldova.
Its main areas of action are for the moment children with disabilities, children in conflict with the law and children victims of violence and sexual abuse.
